In May 2381, Commander Roach served as first officer of the USS Quirinal, a Vesta-class starship assigned to Project Full Circle, a fleet tasked with exploration of the Delta Quadrant. His commanding officer, Captain Regina Farkas, noted that Roach was a professional and disciplined officer, and particularly fastidious and business-like when on duty. A few weeks later when the Quirinal was investigating the Children of the Storm, Roach and some of the other crew were taken over by the Children. In his possessed state, he attacked Lieutenant Commander Julian Psilakis but was repelled and stunned by a phaser beam. After several weeks of neural scans showed no further sign of residual Children activity, Roach was returned to duty. He informed Captain Farkas of Lieutenant junior grade Phinnegan Bryce's actions in saving the ship and crew from the Children, after which Bryce was promoted to full lieutenant and chief engineer. (VOY novel: Children of the Storm) In September 2381, Commander Roach was on the bridge when the ship became trapped in a fragment of the Omega Continuum. He and the rest of the crew in the forward part of the ship were beamed to safety aboard the USS Achilles before the self destruct sequence was activated. (VOY novel: The Eternal Tide)
