Bruce Gluck was a United States Senator from Michigan prior to and during Day 2. He was one of the co-conspirators in Roger Stanton's Coral Snake plot to undermine President David Palmer during Day 2. Senator Gluck conspired with NSA director Stanton, Colonel Ron Samuels, and others to allow the terrorist group Second Wave to bring a nuclear weapon into Los Angeles. He and the conspirators never planned for the attack to succeed, and were trying to secretly force President David Palmer to choose their policies.

He was one of the co-conspirators in Roger Stanton's Coral Snake plot to undermine President David Palmer during Day 2. Senator Gluck conspired with NSA director Stanton, Colonel Ron Samuels, and others to allow the terrorist group Second Wave to bring a nuclear weapon into Los Angeles. He and the conspirators never planned for the attack to succeed, and were trying to secretly force President David Palmer to choose their policies. During Day 2, an investigation team reporting to Chief of Staff Mike Novick discovered a covert link, OPCOM, between Gluck and Stanton. Novick alerted President Palmer, who decided to enlist the help of his ex-wife Sherry because she had worked very closely with Gluck and his key staffers during the primary. Although Novick and Lynne Kresge had reservations about involving Sherry, the President ordered them to give her access. ("Day 2: 8:00pm-9:00pm")
