As with other faction's Cruisers, this ship has excellent air defenses, and the Governor itself has a much better Gauss Cannon than the Thunderhead Class frigate. On the other hand, it lacks any defense against torpedoes and no means to attack units that are underwater, and therefore must be escorted with an anti-sub unit, preferably the Cooper as they cover their downsides very well. This unit is excellent at destroying seaside bases that are protected by high cliffs because the cruise missiles launch with a high-arc trajectory. Something to note with this cruiser compared to the other faction's cruisers is that its Flayer SAM Launcher reloads slowly; a large force of air units can overwhelm it before it can do much damage. Thus, multiple cruisers or a mixture of cruisers and railgun-equipped classes should be used if your opponent likes to put out large numbers of aircraft, especially the fragile T1 units. The UEF cruiser, like all cruisers, also has a very long radar and sonar range, which makes it a very valuable unit for those who favor intelligence. Its ability to see great distances with radar means that it is invaluable to accompany battleships, who cannot see as far as they can shoot.
