Lee Atkins is a Lieutenant in the Metro-Dade Gang Unit, working with Officer Ramirez to try to tone down the gang problems in Miami. He assists the OCB in dealing with the drug problems inside the gangs, providing information on who the gang members are, their turf, and how best to work with them. When Archie Ellis was busted for trafficking, he agreed with James "Sonny" Crockett's assertion to let Ellis walk so they can get to his suppliers, Luther Johns and Curtis "Count" Walker, and is as distraught as Crockett and Castillo that the A.D.A. William Pepin went back on his deal to Ellis and forced him into a potentially fatal situation by wearing a wire in a car with Walker.
