In the final years of the Dominion War, the United Federation of Planets endured a great deal of damage, taking the brunt of the attacks from the Dominion while the Romulans and Klingons merely acted as far-away reinforcements. As a result, the Federation's infrastructure had become dangerously unstable. The fact that the Federation had a considerable amount of territory under its control, as well as a plethora of member states each trying to make their voice heard in the Federation Council, made progress nearly impossible at this current state. Federation jurisdiction was spread too far and thin, leading to the outer worlds losing touch with the central government.

Eventually, the Federation Council was dissolved, signaling the official moment of collapse. The Federation fractured into hundreds of smaller states ripe for the picking by larger and more powerful neighbors. This condition would last for a couple months before a new regime on Earth reunited the lost states under a new imperial order.
