Tom Conway was a fixer for the IRA who was killed sometime before the events of Rogue. He was an asthmatic and never smoked. Conway was known as "Belfast's bogeyman" for years, and there were no files or photos of him on record. However, while he was in Paris an undercover operation was put into motion by Jack Bauer to assassinate Conway's associate Seamus O'Rourke. After that, McPherson forced Conway to flee to Madrid, where he was shot in an elevator as part of the same operation that took out O'Rourke.
