He commanded Gero of Dawnrunner Clan to create such an organization to aid with Cymeria's security. As such the organisation is fairly young but as successfully grown into a network that keeps Cymeria appraised of many doings in the world.

Ravens rarely know one another, as such they have an entire language of poetic code phrases that allow them to communicate or identify one another when necessary. A Raven will only reveal himself to another Raven if ordered to do so. Otherwise it is possible that two Ravens work together and never know they are both Ravens.
