The nation that owns it (unless it is obsolete) "gets each technology that is already known to more than half of the extant nations." That includes the owner, so if you are sharing the world with only two or three other nations you need all of them to have full knowledge of a technology for you to get the technology benefit. With four others, you need three to have it. With five or six others, you need four to have it. With seven or eight others, you need five to have it, and so on. If you have only one rival, you can get no technology benefit. The nation does not get immediate use of the technology.
