Primary monasteries were well-appointed, with ample room for illuminated learners and lighters to train and hone their skills. Most of these centers were also equipped to house guests, such as cadres from the various national police and military forces, when they undertook specialized training in "the Blue." Lastly, the buildings themselves were hardened in order to also serve as emergency shelters in times of danger.
