First of all, Kallen did not love Lelouch, she loved Zero. Lelouch also views Kallen as a very valuable and honorable friend and allie, like CC. Kallen kissed him as a promise that she will protect him until death, like a true warrior would. I think Lelouch loved Shirley. The only tears he shed in the whole series were over her death and his "guilt" for it. He also went out of his plan's way to avenge her death and destroy the Geass Order. Lastly, they mutually kissed. He didn't kiss Kallen or CC back when they initiated it. He held Shirley.
