After trying a few things this is how I got it to work; After making the sim I want to be the ghost and getting them married to my current sim I turned aging ON, got them a job and a few levels in some skills. I proceeded to get him to level two in his job, got him some friends, and played around with him for a few sim days. I then drowned him! After making sure aging was indeed enabled, I just played my other sim for about 3 - 4 days and I got the call. The week I waited before I had aging disabled, so I assume this was the problem that was preventing me from reviving him before.
