After the defeat of the Ten-Tails and the sealing of Kaguya Ōtsutsuki, Hagoromo had decided to spread his teachings of Ninshū to the world. During his travels he met with nine people who took deep interest in Hagoromo's ideals and were people of strong resolve. Having handed over his teachings to them, the Nine spread to regions far and wide continuing the teachings of Ninshū but failed as whoever they taught the concept of chakra, used it for war purposes in the form of Ninjutsu. Before his death, Hagoromo had split the chakra of the Ten-Tails into Nine Beasts which roamed the world and each of the Nine Jewels were given the absolute authority to govern over each of the Tailed Beast if in case they went wild.
