Tommy Barkley is a former member of Frank Hackman's gang. In 1980 he was put in jail for crimes related to Hackman's gang, in 1981 he was "killed" in a prison riot. In reality, he was put into the Witness Protection Program by the FBI as Barkley was a valuable informant to the Feds, and lived in Stuart with Gus Albierro's ex-wife Felicia, who worked at a clam restaurant in the area. When Hackman's case was being re-investigated by the arresting officer, Metro-Dade Vice Detective James "Sonny" Crockett, he finds Barkley's address and visits him, eventually attempting to drown Barkley in his own pool if he didn't talk, and he corroborates Albierro's story that he, Albierro and Hackman were in Daytona on the night of the killing of Crockett's partner, Frankel, which is the crime Hackman is on
