South Africa - It's not that the character's design is bad, but South Africa's power shot is just... bad. Despite that the power shot does constant damage, it is very easy to counter. All you need to do is jump at the right moment, and spam the kick button. Not only this, but the unlock requirement is tedious. "To unlock South Africa, you must beat 42 Characters in Arcade without jumping"? That would take either MAJOR skill, or a good Ground Shot.

Devil - Like South Africa, the power shot is easily countered. That's enough said. The reason that Devil is #9 is because he at least keeps the opponent down for an open goal. 8. Australia - He's also easily counterable. 'Nuff said. (Notice a pattern going along? The after-effects of the power shots determine a placing.) 7. Czech Republic - For some of the most worked on characters in HS... Czech's power shots are terrible. His "Thunder God" attack is easily avoidable, as well as a waste to try and kill and try a chance for an open goal. 6. Valentine - His power shot is very slow, and does not have a good after-effect. If hit, you only... turn into a present for a few seconds. But, you can still hit a ball if you are a jack-in-the-box. 5. Portugal - His power shot is very slow, and counterable. It's like the Spider Web Costume, but if it was counterable. (And a ball). 4. Israel - Despite that he has 2 power shots that have a chance for an open goal, "Grasp Shot" (with hat on) is countered easy, and the "Hammer Shot" (without hat) lasts for a few seconds. Nothing special. 3. Mexico - The "Hand" shot just puts you into the ground. This could be an advantage... but the CPU doesn't seem to know. It also lasts shortly. 2. Japan - People think - "WOW! It looks exactly like United Kingdom 's shot! Maybe it will be great!" NOPE. It doesn't push you back very far, and can easily be put into Japan's goal. Even if you don't counter it, you won't have to worry. 1. Colombia - You all saw this coming, eh? A lot of players know that the "Blue Mowhawk" person in the crowd is carrying the ball in Colombia's power shot. Just spam kick. Or walk forward. No matter what, there's a 65% chance that Colombia has no chance of making it into your goal. Why didn't I put South Korea ? - It's a starting character. Technically, it wouldn't count for the "worst" character, since it is like most power shots - just damaging you, and can lead to good goals.
