Talk to it and it will ask you if Bowser Jr. has gone away. Then, realizing "yes", You take the stack of 5 toads to the second area again, and they will let you go to the scrap.

Kirsti then uses "paperize" to allow you to stick the bridge back to place. Next, you peel some Bowser tape on the back wall to take access to a cave with a thing inside it. Pick up the thing and continue. The door outline is a blue door space, which you will learn about in 3-6.
