- Haley was born in Houston, Texas, but moved to New Mexico in his youth. He joined the comics industry in 1991 where his first piece of work in the industry was penciling the second TNG annual from DC Comics, "Thin Ice". Soon after, he began working on the Dark Horse title Ghost, and then on DC's Birds of Prey. He eventually began writing and co-creating titles including Gen13: Science Friction and Jack Hunter: GI Spy. In addition to his comics work, he has done advertising and RPG illustrations for companies including Wizards of the Coast, Adidas, and KenzerCo.
- Matt Haley is a creative consultant and comic-book artist. His first piece of Star Wars-related art was for the Star Wars Galaxies II trading card set for Topps, depicting Luke Skywalker at Darth Vader's funeral pyre at the end of Star Wars: Episode VI Return of the Jedi. Recently, he provided storyboards for LucasArts' Star Wars Episode III: Revenge of the Sith XBox video game and television commercials, as well as sketchcards for the Episode III Topps trading card set.
- Matt Haley is a colleague of the murder victim Jessica Margolis. He competed with Jessica for a fellowship. It was Haley who had visited Jessica in "Lady Irina's House". It turns out that he had been harassing Jessica with the phone calls. He admits to have copied her notes and then he threatened her by saying he would telling her boyfriend about her job as a dominatrix, if she didn't withdraw her application for the fellowship. She gave in and so Matt brought her back copies of their notes. Due to the threat, he lost his scholarship and degree.
