Versatile Duelist is a heroic tier feat available to rogues. A character with Versatile Duelist gains weapon proficiency with all one-handed military heavy blades, such as the broadsword, khopesh, longsword, and scimitar. When using a rogue power that normally requires a light blade, the character can use a one-handed heavy blade instead, and can also deal Sneak Attack damage while doing so. Versatile Duelist was introduced in the "Class Acts: The Duelist Rogue" article by Mike Mearls in Dragon #381.[Dr381:70]

Therefore, the attacker character doesn't use dexterity in place of strength and doesn't receive the +2 bonus to damage rolls.
