Set in a touristy little town carved into the hills of the Mississippi River, the tower offers breathtaking views of the countryside, and the small town that sits in its shadow. The townsfolk are mistrustful of strangers who stay longer than a few days, though hospitable enough to tourists. The Garou are not particularly noteworthy in the larger sense of the Nation, preferring a humble life out of the way.
