The Jōnin Council (上忍評議会, Hyōgi-kai no Jōnin) is a council made up of high-ranking ninja of Konoha, who have significant authority and have the power to influence decisions and advise the Hokage and daimyo, as seen when they heavily influenced the choice of next Hokage. The Council affords positions to elders or veterans of significant standing within the village and the Supreme Jōnin Commander, as well as the heads of powerful clans and sometimes renowned shinobi without well-known clans within Konohagakure.
