Dropping the car off in the garage, you are told to take a cop car in southwest Hackenslash. Getting the cop car, you must then make it to the north Fort Law military base to pick up a guy who has stolen some files. An easy way to get through this is when you're passing a Spray Shop, to get in a different vehicle and spray it to take away the wanted level! Drive to the garage in southeast Kings to complete the mission.
