Nal Kotyar was a female Payav in the 23rd century, native to the Tazokka region of planet Mestiko. In 2274, she was leader of the Payavist Inward Party, and a key opponent of the Federation's involvement in Mestiko, as well as the government of Raya elMora. By 2282, eight years after Raya was ousted from power, Kotyar was killed by an angry mob in Tozakka, in protest of the isolationist government she had supported.
