The son of Henry Perring, a house furnisher, of Harlesden and Elizabeth Charlotte née King. Along with his brother William he worked for his father's business, manufacturing furniture and upholstery in Tottenham Court Road. In 1893 he set up his own furnishing company, John Perring Limited, in Richmond, Surrey. His company subsequently expanded with stores at Putney, Tooting and Twickenham. In 1897 he married Florence Higginson.

Along with his brother William he worked for his father's business, manufacturing furniture and upholstery in Tottenham Court Road. In 1893 he set up his own furnishing company, John Perring Limited, in Richmond, Surrey. His company subsequently expanded with stores at Putney, Tooting and Twickenham. In 1897 he married Florence Higginson. He became a member of the Worshipful Company of Tin Plate Workers, and a Freeman of the City of London in February 1922. He sat as a Municipal Reform Party member of the London County Council representing Wandsworth, Balham and Tooting from 1922-37. In 1928 he was appointed a Deputy Lieutenant of the County of London. He was knighted in the New Years Honours 1934 for "political and public services in London". Perring was a prominent member of the Middlesex Territorial Association. In 1931 a new anti-aircraft unit, the Kent and Middlesex Group, Royal Engineers, was formed in Hendon and he became honorary colonel. He held the same rank in its successor units the 36th (Middlesex) Anti-Aircraft Battalion, Royal Engineers (TA) and the 36th (Middlesex) Searchlight Regiment Royal Engineers (TA) which saw much service as part of the air defences during the London Blitz. His son, Ralph Perring, was also a member of the London County Council. He retired to Worthing, Sussex, where he died aged 78. He was buried in Durrington Cemetery.
