Hani is also an observer in the Conference of American States, and is the only non-American state to be so. Relations have generally been stable following Hani's independence from Sierra, with Sierra intervening on behalf of North Hani during the first, second, and third civil wars, and supporting Hani financially. However, several issues have come to light that are currently straining the relationship, including controversies pertaining to the historical treatment of Hans under Sierran suzerainty, its legacy on the former colony of Palawan and Cuyo, and perceived efforts by the West to undermine a resurgence of Han nationalism and alleged disproportionate influence on Han politics and policies. Public opinion between both countries have fluctuated, with Han opinion generally being far more negative than Sierran opinion due to anti-Western nationalism. As of 2016, Hani's public opinion of Sierra is at 15%, which is significantly lower compared to its opinion on other Western nations (the United Commonwealth stands at 44%, and Brazoria at 55%). Meanwhile in Sierra, public opinion has generally been around 60-70%, with the lowest at 33% during the early 2000s during the widely publicized Han attacks against Sierran nationals living in Palawan and Cuyo. Despite this, both nations have large communities of each others' own people, with the Han an official language in Sierra as a result of the large Han community, and English a commonly spoken second language in Hani, a legacy of Sierran colonialism.
