As with the prior Mel story, The One Doctor, it was in many ways a parody — though this time of Star Trek, the Eurovision Song Contest and the classic Gerry Anderson 1970's show "Space: 1999". Indeed, the title itself is a pun on "Boom Bang-a-Bang", the 1969 song by Lulu that gave a rare Eurovision win to the United Kingdom.
