Kira's Concern, Kibune Goes to War is one of the many events occurring during the Kasumiōji Conspiracy. Many changes to the Third Division, due to the introduction of Captain Shūsuke Amagai and 3rd Seat Makoto Kibune, begin to materialize. Captain Amagai works to implement similar changes in the structure of the Gotei 13 through discussion with Captains Shunsui Kyōraku and Jūshirō Ukitake.
