After exiting the courtroom, walk towards the destroyed part of the building and you'll find that the city is burning and the Gears are trying to fend off the Locust unsuccessfully. In the next part of the room, you will find a Sawed-Off Shotgun, a Boomshot Grenade Launcher and several ammo caches nearby. After opening the door, you'll find a Markza too. Move forward until you hear screeching noises, which means Shriekers have arrived. Take them down quickly and walk upstairs to open the door to the next part of the level. Near a destroyed wall, you'll see the King Raven that brought you there. Baird suggests you use it to get out of there. The Declassified Mission should be nearby.
