The basic effect of Izanagi is to be able to alter reality and to make the user's genjutsu become reality. The recent chapter has apparently retconned some of the original explanation of the mechanism behind Izanagi, which is why it's difficult to see where the skill stands as of right now. The original explanation was that Izanagi is a kinjutsu among the Uchiha which alters reality and essentially makes you invincible in combat in exchange for eyesight in one eye. From what we were able to see, Danzo was able to max out Izanagi's potential with Hashirama's cells for a maximum of 1minute per eye, implying, in part, that Uchiha using this skill would be unable to hold the technique for that long but nevertheless being able to perform it (since it was a kinjutsu). With the new explanation, it is implied that Izanagi can ONLY be performed with the use of both Senju and Uchiha blood. Because of this, it makes no sense for the Uchiha to deem this a kinjutsu if no significant portion of their clan would ever have Senju blood in them to be able to cast the technique. It is also said that Izanagi was what enabled the Sage to give rise to the 9 tailed beasts in the first place, and that Danzo's version of Izanagi is incomplete. From this, it is suggested that a complete version of Izanagi could be held for a much much extended period of time, albeit still with the caveat of the user eventually losing his/her eyesight. The Rinnegan apparently also features in this discussion, although this is something that must be elaborated on in further chapters.
