Looking about the battle field, they were able to collect residual tailed beast chakra mostly from Isobu and Son Goku. They then decided to see if a person could host the chakra of two tailed beast. After months of failure often resulting in the deaths of the host, after a year of trying a child was born with unique chakra. This child was Zaitenmaō. Testing out his chakra, they found that his unique chakra perfectly merged with the tailed beast chakra. They then sealed the remaining chakra into him.
