Indeed, Madara did so, and after Madara broke the seal on the Gedo Statue and fell for Black Zetsu's plan, Black Zetsu tricked Madara into thinking the White Zetsu were created by him, when really Black Zetsu was simply using Hashirama's Living Clone to remove the White Zetsu from the Gedo Statue. It then tricked Madara into thinking he created it, and that it was a manifestation of his will. This allowed Black Zetsu to masquerade as Madara's agent. Black Zetsu mostly sat back and let Madara and Obito work for the Moon's Eye Plan, not affecting things directly. Instead, it gave Obito and Nagato, later on, any intel they might need to further the plan, while still masquerading as Madara's agent. After Nagato's death, Black Zetsu, still masquerading as Madara's agent, tricked Kabuto into finding Madara's corpse which was hidden, so Kabuto could use Edo Tensei to reanimate Madara. This was so Madara could oversee his own revival after Nagato's death. While Black Zetsu still faithfully served Obito, he remained in contact with Madara after he was summoned by Kabuto. Madara then had Black Zetsu control Obito after the later lost his abilities as the Ten-Tails' Jinchuriki so that Madara could be revived. It kept the left Rinnegan safe while Madara reclaimed his right Rinnegan and became the Ten-Tails' Jinchuriki. It managed to steal Yin Kurama from being sealed in Naruto, but Obito later saw Yin Kurama was returned to Naruto anyway. After Madara reclaimed his left Rinnegan from Obito, Madara used it and his right Rinnegan to awaken the Rinne Sharingan and activate Infinite Tsukuyomi. This is where Black Zetsu revealed his true allegiance and used Madara's body to re-surface Kaguya using the chakra from Infinite Tsukuyomi and the Divine: Deep Forest Creation. Overall, Black Zetsu's manipulations weren't as numerous and grand as it seemed to think, they were more subtle and it was more fortunate more capable individuals such as Madara, Obito, and Pain took the bait for its plan. Otherwise, it would never had succeeded.
