The wearer appears to be a perfectly fair, universally respected authority figure. He will likely be asked to resolve local disputes, bless auspicious events, or hear confessions of those who have offended the gods. But for all that, he simultaneously appears unimportant. Those looking for the powerful or influential will invariably overlook him -- he's just a local leader. His power of authority takes on a different effect on those who are already in power -- causing them to view him as someone who should be around, but isn't really important. A background functionary, who's sole job is to stand and listen.
