Nick Fury offers Captain America a permanent position with SHIELD, but Cap turns him down. Furious, Fury bans Cap from SHIELD. Later, Steve Rogers reports to Sgt. Muldoon for duty, who assigns him a new partner. On patrol Steve spots a disguised Batroc slip into an abandoned theater. Frustrated, Falcon returns to his office and receives a frantic call from Mrs. Santiago. Sam takes the arriving Leila Taylor to Mrs. Santiago where she tells of local boys being kidnapped. Sam returns to his office where Cap invites him to track Batroc. Falcon declines, opting to search for the missing kids. Cap finds Batroc and is attacked by Batroc's Brigade.
