Cairo is a desktop environment currently being developed for Windows XP and Vista. This project is currently being led by Michael Ciarlo, a student who is currently studying at Quinnipiac University, Connecticut. The project began as a small Samurize configuration, but since has developed into a full desktop environment. The developers tend to emphasize that it is an alternative Windows shell, totally replacing the functionality of Windows Explorer and eliminating the need for Windows themes.
