| - I remember George Lucas (GL) stating that Sidious was the strongest Sith, that Sidious desired to have Anakin as his apprentice because he had the potential to be 200% as powerful as the Emperor, but after he was injured in his duel with Obi Wan, he was only 80% as powerful as the Emperor, putting him on par with Maul or Dooku, which is still very powerful, but not what he had hoped for. I believe this interview is from the audio commentary from the EPIII DVD.

I believe this interview is from the audio commentary from the EPIII DVD. Of course, none of this precludes some one or more of the ancient Sith lords from being more powerful. However, at least from the days of Darth Bane (2,000 years before the movies according to Phantom Menace novelisation, but only 1,000 years according to the Darth Bane novels), Sidious would have to be the most powerful because only he was able to use the Dark Side to create "the first Galactic Empire" (per his speech to the Senate in EpIII). To be sure, he used a lot of wit and cunning, but it's still something that no other Sith, at least since the days of Bane, was able to pull off. This is also why we really can't measure any Sith who isn't at least mentioned in the movies: we don't have enough information about them. So as far as the movies go, Anakin had the most potential, but Sidious achieved the most Dark Side power.
