| - The large, corrupt, well-organized government juggles the competing demands of Defense, Law & Order, and Education. It meets to discuss matters of state in the capital city of Stalingrad. The average income tax rate is 86.6%. The all-consuming Soviet economy, worth 197 trillion Chekas a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, fairly diversified black market in Arms Manufacturing, Information Technology, Uranium Mining, and Woodchip Exports. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 144,473 Chekas, and evenly distributed, with the richest citizens earning only 4.9 times as much as the poorest. Rumours have it that a secret police is responsible for the recent spate of missing persons, citizens live in superstitious fear of the mysterious glowing clouds that float over Reformist Russia, the government has started a campaign to crack down on road rage and encourage alternate means of commuting, and the booming slave trade is now government-funded. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Reformist Russia's national animal is the Eagle, which is also the nation's favorite main course.
