How literally you can take Hitsugaya's statement is debatable. However, the reason Harribel had no edge over Hitsugaya is because they both had elemental powers that more or less cancelled each other out. Hitsugaya has the strongest ice-snow type zanpakuto in the history of Soul Society and Harribel's powers are water based. That's why they had one of the most boring fights in the history of Bleach fights. When you think about it, the fight boiled down to (no pun intended) Harribel tossing a bunch of water Hitsugaya's way, Hitsugaya freezing the water and sending the ice Harribel's way and then Harribel melting the ice and tossing the water back Hitsugaya's way. With this cycle repeating endlessly until Hitsugaya pulled out his Hyōten Hyakkasō move, which would have ensured Hitsugaya's undisputed victory had Wonderweiss not showed-up. However, the fact that Harribel survived long enough for Wonderweiss to come rescue her is a testament to her power. Of course, after that it was 3 on 1 but then in the manga Hitsugaya did not go bankai again against Harribel. He did go bankai again against her in the anime but that's the minor point. Main thing is that Hitsugaya's zanpakuto pretty much negated Harribel's power. She would have done better against another captain. Then again... maybe she wouldn't have... It was said that they are supposedly stronger than the average captain, not all captains, and with toshiro being a child prodigy then he is more adaptable and better than the average captain. and in the episode about tia's past it explained that she, as a vasto lorde, didn't increase her power to much because she never really wanted to obtain more power. so in a way she held herself back from being stronger than the average captain.
