Stein was allegedly one of the biggest loan sharks in New York City during the 1960's and 70's and also ran gambling clubs on the Upper West Side of Manhattan In the 1970's Stein hired Irish mobster Jimmy Coonan, the future boss of The Westies, as his bodyguard. Coonan soon had Irish mob boss Mickey Spillane killed and took over the Hells Kitchen rackets and then sought to eliminate Ruby Stein. A number of The Westies owed large amounts of money to Stein and were looking to escape these obligations.
