* Membership in the United Systems is open to all peace-loving states which accept the obligations and principles contained in the present charter and, in the judgement of the organization, are able and willing to carry out the obligations. 2.
* The admission to any such state to membership in the United Systems will be affected by a decsicion of the General Assemble and the Security Council, upon the recommendation of three or more other states.
