- Lowe is the owner of the Archer Store found in Varrock square just east of Varrock's General Store, Lunar Isle, southwest of the bank and also in Falador's Archer Store. He sells ranging equipment from bronze arrows to rune arrows and a variety of bows, from regular shortbows to magic shortbows. He sells all of the basic bolts (except bronze), which can be purchased and made into enchanted bolts (with the proper bolt tips).
- Lowe was a guard in Butcher Bay Correctional Facility. He and Brad had trapped another guard inside an elevator by stacking boxes between the doors. When the trapped person asked to be released, Lowe wanted an apology, which he got, but he still didn't let him out. When disguised Riddick asked them about it, Lowe said: "You didn't see this, OK!".
- Lowe is a member of the terrorist group Brother's Day and a . He assists his boss Titus Sweete to the funds transfers to the group, which are operated by Eugene Dolan. After hearing the companies new policy of asking clients names before operating he fears that Eugene might be working with the authorities and would expose them. Titus however assures him that Eugene would never do that and knows to little either way.

When Prescott gave a speech to a group of COG and Gorasni citizens, they accompanied him to provide protection. During the First Battle of New Jacinto, Lowe went with Prescott, Major Aleksander Reid, and Rivera to the civilian evacuation point deeper inland. After the battle, he and Rivera accompanied Prescott back to Admiralty House, and watched the cleanup of the battle from a window in Prescott's office. When Col. Victor Hoffman showed up to speak to Prescott, Lowe and Rivera were dismissed into the hall. They grabbed a meal in the lobby, and saw Hoffman leave after his confrontation with Prescott, and were embarrassed about knowing
