Shirōhōshi (White Star) an organization made up of many powerful shinobi. Their main goal is to create one, unified country, in which there is only one shinobi army. They want to do this in order to prevent wars from occurring. They will run this country much like a democracy, in which the leader will be voted on by every citizen of the country. Even though they want to do this, they have said that in order to do this they need all of the countries to agree. Knowing that many countries would disagree, especially the "selfish" five great nations, they have stated that they will use force to enforce their law. This has resulted in an undeclared war between a unified shinobi joint army and the Shirōhōshi. They are currently led by Guran Domatsu.
