By 1901 he was an accountant and auditor. By 1911 he had moved to Hammersmith, where he lived for the rest of his life. From 1925-31 he sat as a Municipal Reform Party member of the London County Council representing Hammersmith North. He was knighted in 1928 New Years Honours for "political and public services in Hammersmith". At the 1929 general election he was the Conservative Party's candidate for Hammersmith North: the seat had been lost to the Labour Party at a by-election in 1926, but Hays failed to regain the seat.
