Arkham Asylum for the Criminally Insane (Earth-31) is a psychiatric hospital on Earth-31. Many psychopathic criminals, including a number of Batman's enemies, have been imprisoned within the Asylum. 10 years after the Batman of Earth-31 "retires", Arkham Asylum has been renamed as "Arkham Home for the Emotionally Troubled", which occurs as a result of the extreme political correctness which had evolved in Earth-31's dystopian setting. The Joker is housed there, catatonic for 10 years since Batman's disappearance, but his catatonia breaks when the vigilante resumes action and returns to Gotham. He convinces the doctors at Arkham Asylum that he is sane and deserves to be released. Under the employ of the home is Bartholemew Wolper, a condescending psychologist who treats the Joker humanely,

Under the employ of the home is Bartholemew Wolper, a condescending psychologist who treats the Joker humanely, even going so far to arrange for him to appear on a late night talk show as a PR stunt. When Batman shows up, he is forced to battle the police force while the Joker releases a cloud of Joker venom on the audience and escapes, and Batman chases after him. It is later revealed that the patients had actually taken over Arkham Asylum from the inside and had resorted to cannibalism.
