Finnegan Blake was a Petty Officer who attended Waverly University and was also the second victim of rapist/murderer Gunnery Sergeant Leeka. After Marine Sergeant Joseph Turner's body was discovered, NCIS suspected that Blake might have been responsible for Turner's death but they were later told that Blake had been missing since Friday night with no-one knowing where he was. As such, the revelations soon led to the team back to Leeka who was the one who had killed both Turner and Blake and was also raping Midshipman Ashley Simmons as well.

After Marine Sergeant Joseph Turner's body was discovered, NCIS suspected that Blake might have been responsible for Turner's death but they were later told that Blake had been missing since Friday night with no-one knowing where he was. Following a few false starts, Special Agent Timothy McGee headed back to the campus with his colleagues, Agents Leroy Jethro Gibbs, Anthony DiNozzo and Caitlin Todd where despite his colleagues insisting that they were being screwed up again, McGee pressed on, eventually discovering Blake's remains that had been buried in a construction site. Donald Mallard's findings later showed that Blake had been murdered on Saturday morning, just hours after Turner's death and that like Turner, Blake had had his neck broken in a very violent fashion, a technique that Marines were taught to use. As such, the revelations soon led to the team back to Leeka who was the one who had killed both Turner and Blake and was also raping Midshipman Ashley Simmons as well.
