From Bungie.net, they can be organized into groups (called "File Sets"), tagged or downloaded to a computer. As part of the final transition between Bungie and 343 industries, 343 gave free Bungie Pro to all Halo 3 players on March 29, 2012. At Halo 4's launch the file share was unusable until a patch in early 2013.
