The company was founded in 1991 in Kyoto, Japan and focused on producing adult computer games. It developed games in various genres; their role-playing game GunBlaze (1994) was re-released on the Sega Saturn (as GunBlaze S) with adult content removed. Active Software participated in the foundation of Ethics Organization of Computer Software (EOCS) with the aim of imposing age ratings on Japanese software and outlawing games with graphic sexual scenes depicting underage girls. Active's representative director Michiko Sakai served as the board chairman of EOCS until 2000.
