The Imperial Council was the governing body of Darth Kahn's Sith Empire, appointed directly by Darth Kahn and answered only to him. They handled the day to day running of the Empire. After Phyrus's take over it was dissolved and he killed most of the other members. Later on when Kahn regained control of the Empire he formed the Imperial Parliament which gained a lot of the powers the Council used to have. Kahn never properly restored the Council and instead left it to the Parliament to help him run the Empire.
