Captain Charles William Andrew (c.1825-1910) was a sanitary engineer and local politician in the Lambeth area. He was a member of Lambeth Vestry representing Vauxhall ward from 1867. He represented Lambeth on the Metropolitan Board of Works in its final year, 1888-89. He failed to be elected to the London County Council in 1889. When the vestry was abolished he became a member of the successor Lambeth Borough Council in 1900. He served as Mayor of Lambeth in 1902-03.
