Although born in Pembroke, Ontario, Raglan grew up in Toronto and played junior hockey for the Toronto Marlboros from 1944-47. Punch Imlach got him to the Quebec Aces for a couple of seasons. The Detroit Red Wings assigned him to their Indianapolis Capitals farm team in 1949-50 where he won the Calder Cup. He played some for the Wings in 1950-51 in place of the demoted Marcel Pronovost. The next season found Raglan with the Chicago Black Hawks. He played parts of two seasons with the Hawks before finding himself in the minors for good. He retired in 1961,

The Detroit Red Wings assigned him to their Indianapolis Capitals farm team in 1949-50 where he won the Calder Cup. He played some for the Wings in 1950-51 in place of the demoted Marcel Pronovost. The next season found Raglan with the Chicago Black Hawks. He played parts of two seasons with the Hawks before finding himself in the minors for good. Raglan suffered a double fracture of his leg in 1956 while playing for the Vancouver Canucks. Although he played another five seasons, this was the beginning of the end of his career. He retired in 1961,
