A figurehead was a ruler who had little power but symbolic value. In 2369, Worf suggested that although the clone of Kahless would be a figurehead, his presence as Emperor of the Klingon Empire would go a long way towards returning honor to the Klingon people. (TNG: "Rightful Heir" ) In 2372, Kor called this clone a "toothless figurehead", saying that the Sword of Kahless would only be able to unite the Klingon people if held by a warrior like Kang and Koloth. (DS9: "The Sword of Kahless")

These stats can be upgraded even further by upgrading a figurehead at shipyard boss when it reaches certain amount of experience or by using various refining stones that can be found throughout the game. Some special figureheads provide an ability which displays cannon firing range. Figureheads are equipped in the figurehead slot. Every ship has one figurehead slot available. Figureheads do not have durability which makes them permanent items that never have to be taken off and repaired. They have weight attribute. While stored in ships inventory, they will take up portion of the ships load. After equipping, they will become weightless, they will not take any of the ships load. Figureheads can be crafted using Ship-building skill. They are also dropped in various battlefields and instances from various ships.
