The Chief of Staff is regarded as a very powerful and influential person, and is usually the Prime Minister's closest adviser. The office came into existence officially in 1976, when the Office of the Prime Minister was formally created. Before this date, Prime Ministers had seperate political advisers not organised into a single office. One notable example was Prime Minister Thomas Richardson, whose wife, Susan served as his chief adviser, and was called his "Chief of Staff", though she did not hold this position in any official capacity. The Residence Chief of Staff is responsible for the Office of the Prime Minister, under whose jurisdiction falls The Residence, the Prime Minister's official house. He supervises all staff in the Residence and the OPM. He is paid by the political party to which he, and the PM, belong, and is not paid by the government of Georgeland. For this reason, some Prime Ministers have opted not to have a formal Chief of Staff. Incumbent Prime Minister Luke Macaulay did not appoint a Chief of Staff until his third year in office and co-ordinated government business personally during that time. In February 2010, Macaulay appointed Elliot Hammond, Chief of Staff to Eric Edge during his brief premiership in 1995, to the position. Some Chiefs of Staff have had deputies, but this is not always the case. The Chief of Staff works in tandem with the Cabinet Secretary, Secretary of the Prime Minister's Department and the Prime Minister's Principal Private Secretary in co-ordinating government business. The Chief of Staff can be seen as the "prime mover" in the Georgeland government, responsible for shaping the government's agenda.
