Rain water is harvested sometimes as in a rain barrel collecting the water which falls on a roof. In some jurisdictions where all surface water is appropriated all rainfall may be considered to be the property of the owner of the surface water and thus catching water may be considered technically illegal. Such laws are seldom enforced. In 2009 Colorado enacted an exception to their rule in this regard which permits water users with domestic wells to collect rainfall.
